Washington Doesn't Negotiate

One thing President Trump has made very, very, VERY clear is that the language of negotiation is foreign to Washington and the average political junkie. Negotiation is all about pushing for something beyond what you want while concealing your fallback position in hopes of gaining something in-between. Politics is all about announcing what you'll ask for before you actually ask and then either getting exactly what you want or failing. Under the second model, the first approach looks like constant failure, even as it makes consistent gains.
